I really need to get to bed about an hour or so ago but will have a quick look and see what I can do for you.
First off - a look at the 1901 Census for Cornwall shows:-

William Woolcock, head, mar, age 68, draper, bn. St Ives
Susan Woolcock, wife, mar, age 50, draper, bn. St Ives
Grace Noall, sister, single, age 47, draper's assistant, bn. St Ives
I would be assuming that 'sister' should mean 'sister-in-law' in this case given Grace is noted as 'single'.
I have gone back to the 1861 Census:-

*** I believe that wherever you see 'W' as a middle initial here it should be 'H' as the writing is awkward to read.
I have not yet found the marriage for Grace (mother) but there are indications that we have the family you are looking for.
In 1881 Grace was then aged 64 and still 'married' living at Skidden Hill.
She was then listed as (crossed out) Master Mariner's wife.
With her were Grace 'W' (26) and Charles (24).
NOW - as for tracking down ole Cap'n Richard Noall.
IF he retained British Citizenship then there may well be records available through St Catherine's House. (e.g. Deaths Overseas)
Also, some of the Maritime links available might throw up some information and/or clues.
