I have come across two William Jelbert births.
The first being 19/06/1825 at St Just in Penwith to parents Richard Jelbert and Elizabeth.
The second being 07/01/1816 at St Buryan to parents Thomas Jelbert and Elizabeth.
I am unable to find any surnames for either Elizabeth but will post more if I come across anything.
Both places are near Madron where the son William married.
I hope this helps you White

Apart from the marriage I have been unable to find any trace of William under any variant of the surname. That includes the 1841 and 1851 Census along with both CofE and Non-conformist baptisms.
Have you tried the Jelbart Society site?

There was a Richard Jelbard who married Elizabeth Wallis 14/01/1815 in St Just.
The Jelbart/Gilbert site is very well researched so it might be an idea as Cornish Terrier has suggested to have a look there.

There seems to be plenty of online information for descendants of William and Hannah/Joanna but wherever I have looked there is a brickwall for the parents of William. I can't guarantee that the marriage I mentioned earlier of Richard Jelbard to Elizabeth Wallis 1815 is correct but its the closest that I can come after searching today.
